kde: exclude plasma-setup and plasma-welcome to suppress first-boot wizard

F44 dropped @kde-spin-initial-setup; plasma-setup (mandatory in @kde-desktop) is now the first-boot wizard and is not covered by firstboot --disable. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
